COMMUNITY AND REGIONAL AFFAIRS COMMITTEE,                                                                                       
                                                                                                                                
          Proposing amendments to the Constitution of the                                                                       
          State of Alaska relating to and increasing the number                                                                 
             of members of the house of representatives to forty-                                                              
          eight and the number of members of the senate to
